Executive

Chad Warmington

President & CEO

Chad Warmington serves as the President & CEO of the State Chamber of Oklahoma, the state’s leading advocate for business representing more than 4,300 members representing approximately 270,000 employees. Previously, Chad was the President of the Petroleum Alliance of Oklahoma, an organization formed after he led the merger of the Oklahoma Oil & Gas Association and the Oklahoma Independent Petroleum Association. Prior to joining the oil and gas industry, he served as the Executive Vice President for the State Chamber, where he managed political, government affairs, and marketing operations. Chad has also served as Chief of Staff to three Speakers of the Oklahoma House, on the staff of U.S. Sen. Don Nickles, and as campaign manager for multiple statewide candidates.

Carla Schaeperkoetter

Chief Operating Officer

Carla Schaeperkoetter joined the State Chamber in 2020 as the Chief Operating Officer. Schaeperkoetter previously worked for the Oklahoma Energy Resources Board (OERB) for 12 years in various roles, which most recently included the Senior Director of Programming and Operations. In addition to operational roles, she developed and managed the OERB's many energy education initiatives, including K-12 classroom and digital programming, educational partnerships, industry training and scholarship programs.

Regina Manning

Executive Assistant to the President & CEO and to the Board of Directors

Regina Manning has served as the Executive Assistant to the President & CEO since joining the State Chamber in 2002. She coordinates all Board and Executive Committee functions and is a resource for all board members. Manning has been an Executive Assistant for more than 20 years, operating in that capacity to the Chairman, President & CEO of Fife Corporation; the President & CEO of the Oklahoma Bankers Association; and the President & CEO of Platt Energy Corporation.


Government Affairs

Emily Crouch

Senior Vice President of Government Affairs, Registered Lobbyist

Emily joined the State Chamber in 2017 as Vice President of Government Affairs. Crouch started her career in public policy working for the United States Senate as a field representative traveling the state. She has previously worked as the Director of Government Relations for the Oklahoma Health Care Authority and as the Public Policy Coordinator for the Oklahoma Attorney General's Office. Emily has a Bachelor of Arts in Journalism from the University of Oklahoma.

Kinsey Westwood

Vice President of Government Affairs, Registered Lobbyist

Kinsey Westwood joined the State Chamber in 2019 as its Vice President of Government Affairs to lead the State Chamber’s efforts at the state Capitol on human resources and labor law, legal reform, and workers’ compensation. No stranger to the Oklahoma Capitol or public policy, Kinsey previously worked for two agricultural membership organizations, serving as legal counsel and directing public policy and research. Kinsey went on to manage two successful political campaigns. Kinsey also ran her own consulting firm, 46 Capitol Services.


Membership

Stephanie Snyder, CMI

Vice President of Membership

Stephanie joined the State Chamber in 2001, serving as Partnership Services Manager working with members in the OKC area and Southwest Oklahoma. She was promoted to Regional Membership Manager, which grew her territory to include all of Western Oklahoma. In 2014, she was promoted to Vice President of Membership and focuses on new membership recruitment and retention and engagement with our existing members including North and Southwest Oklahoma. Stephanie currently serves on the national Association of State Chamber Professionals board as President-Elect. Stephanie previously worked in the high risk medical and commercial equipment insurance industry with international companies for 15 years and is a licensed Property and Casualty Insurance Agent in the State of Oklahoma. She is also a graduate of the Chamber Management Institute.

Hayley Thompson

Vice President of Membership

Hayley joined the State Chamber in 2019, serving as Vice President of Membership. No stranger to the business community, she brings to the State Chamber an array of experience, from serving as a regulatory consultant for Public Service Company of Oklahoma, working as a policy and planning administrator for the Oklahoma Corporation Commission, and directing projects at Sagac Public Affairs.


Operations

Kim Gadberry

Accounts Receivable & Technology Manager

Kim joined the State Chamber in 1992. She is responsible for making sure the lines of communication for staff and members are functioning properly by managing all technology equipment, our membership database and accounts receivables. Prior to joining the State Chamber, she worked at Rich-Mix Products as their Office & Driver Manager. Previous to that, she served as the Director of Admissions at the Oklahoma City University Law School.


Communications & Events

Lindsey Sparks

Director of Events

Lindsey plans and oversees the State Chamber's numerous events, conferences and forums. She joined the State Chamber team in 2006 as the Receptionist. She then worked as Executive Assistant to Government Affairs for seven years before moving to the events department in 2015. She is now Director of Events and ensures positive, seamless event experiences for State Chamber members and other key stakeholders.

Scott Harris

Graphic Design Manager

A skilled designer and illustrator, Scott produces creative for a wide range of projects including infographics, websites, brochures, mailers, research reports, social media and more. Prior to joining the State Chamber in 2014, Scott worked in radio, retail, manufacturing, wholesale and health care. This multi-disciplinary experience, paired with Scott's creativity, enable him to develop compelling communications for the State Chamber and its partners. His role as Graphic Design Manager includes creative concepting, branding, design and production.
